17168, 18339, 18335, 18325, 18324, 18320, and 18272-Higher Level Details

Please find several excellent awards by Arbitrators Simmelkjaer and Chin in regards to details of higher level assignments, 30 minutes…

In these cases the Service argued that a detail to a PIV; 30 minutes shall be deemed de minimis or [trivial] which does not qualify the Service to invoke the past practice when detailing an employee to a PIV; arbitrators have dismissed that argument and applied a cease and desist order; past practices must continue in spite of the duration of 30 minutes.
